On 9/7, Vice-President Cheney told a crowd in Des Moines that if voters "make the wrong choice" that we'll be "hit" again by terrorists. I don't think we can know what all terrorists will do. We can know what kind of priorities Mr. Bush and Mr. Cheney have set in protecting us. Since 9/11, we've needed 1.1 billion dollars for security upgrades for ports. The Bush budget allocated $210 million. We needed $3 billion to equip all US airports with explosive-screening machines, and the Bush budget allocated $400 million. We only needed $290 million to buy radiation portals to detect dirty bombs at US ports. The Bush budget gives only $43 million. Training for medical teams required $1.4 billion - and got only $50 million before the program was eliminated completely. These basic security measures, and there are more like them, are only getting an average of 14% of the money they need from Bush's budget. I can't know what all terrorists will do in the next four years, but I can know what we're doing to keep us safe. Bush and Cheney haven't been doing enough.
